Como mostra o próprio documento, mas também o recente manifesto subscrito por empresas europeias que surge em sequência deste, a transformação proposta implica uma grande convergência de esforços e uma federação das capacidades que já existem nos diferentes pontos da União Europeia. E todos já testemunhámos como a coordenação não é o forte deste bloco político, tão susceptível quanto outros a derivas autoritárias anti-privacidade (como o caso do ChatControl) ou a embarcar em hypes de curto prazo, como em alguns desenvolvimentos de IA.
