@fasnix @jwz yes, that afflicted me also. Librewolf has some unintuitive, frustrating default settings that are quite different than Firefox. To get the expected, common-sensical behavior of the restore management, I had to tick two boxes in the settings, see screenshots.

PS: any new Librewolf immigrants should really take their time looking over all the default settings, as several of them probably need to be dialed back from the ultra-paranoid defaults, to more permissive, common-sensical ones.
