My fan theory borne of a mild fever:
1. #Columbo is actually omniscient
2. He resents the act of going through the motions of collecting evidence for what he already knows, to the extent that he will merely harass the perpetrator into a minor self-incrimination barely admissible in court and then call it a day

Loved this #Columbo tidbit from an interview with Wim Wenders on Galerie:

Interviewer: “What about the addiction of stealing things? You once said you had this coat that enabled you to shoplift vinyl records. I too had a shoplifting habit when I was young.”

Wim: “That was a great passion rather than an addiction. I would slip a vinyl record into my Columbo raincoat, which had a self-made pocket inside where the LP would fit in neatly. Nobody thought you’d steal vinyl, anyway. Well, there were people who stole them from the sleeves, but that was stupid. You need the sleeve as much as the record!”
