Der Haushaltsausschuss des Bundestages hat heute die Änderung der Schuldenbremse im Grundgesetz konkretisiert und ausdrücklich den #Bevölkerungsschutz einbezogen. Die Formulierung soll nun lauten: „Von den zu berücksichtigenden Einnahmen aus Krediten ist der Betrag abzuziehen, um den die Verteidigungsausgaben, die Ausgaben des Bundes für den Zivil- und Bevölkerungsschutz sowie für […]“. Diese Verankerung der Finanzierung des Bevölkerungsschutzes ist wichtig, denn sie koppelt sie von der bisherigen Subsumierung unter die „zivile Verteidigung“ stärker ab und macht damit deutlich, dass der Schutz der Bevölkerung spätestens nach Ratifizierung der Genfer Zusatzprotokolle durch Deutschland sich vom „verteidigungspolitischen Mittel zum Zweck“ weg hin zu einem eigenständigen humanitären Recht weiterentwickelt hat. Das ist gut und wertet den Bevölkerungsschutz gerade auch in seiner Ausformung des „Zivilschutzes im Verteidigungsfall“ deutlich auf.
Bleibt zu hoffen, dass diese Grundgesetzänderung nun auch Realität wird!
