The headline does not tell the whole story. The illustration, for instance, shows Vermont as one of the states where voters "can't back abortion in citizen-led ballot measures." Abortion rights already have been written into Vermont's state constitution. Nonetheless, this article has good information about states that will not honor popular will when the popular will opposes the state's cherished forced birth policy.
