In the memo, #ICE said it had collected data from a number of sources on unaccompanied #minors & sorted them into 3 priority groups, "flight risk", "public safety" & "border security."

It directed agents to focus on #children deemed “flight risks” - including those ordered deported for missing court hearings & those released to sponsors who are not blood relatives.

The office has long operated independently of #ICE out of concern that the #minors’ #undocumented family members & sponsors may not come forward to claim them, fearing arrest.

A similar effort during #Trump’s first term drew swift outrage from #CivilLiberties groups who said it forced #children to stay in federal custody longer, & led to the #arrests of immigrant adults who had no #criminal histories.

The Office of Refugee Resettlement, or #ORR, at the Dept of Health & Human Services [#HHS], which maintains the database, is responsible for caring for unaccompanied #minors taken into #US custody along the border. The #refugee agency then identifies & screens potential sponsors who can take custody of the #teens & #children — often close relatives living in the US — to get them out of government shelters.
